Hey, I'm not GitHub staff, but here's what usually helps:

Use a different document. Reviewers need to see your full name, the school's name, and proof you're currently there. Good options are a letter from HR or your department on school letterhead, a recent payslip, or a staff page on the school website with your name on it.
Match your GitHub profile name. It should be the same as the name on the document.
Take a clear photo. Good light, the whole document in the frame, nothing cut off or blurry.
Verify your school email. Add it to your GitHub account and confirm it before you reapply.
Turn on location access in your browser. It helps the application match you to your school.
