What does this PR do?

Adds a new Daily Dev Companion agent to the Engineering Division: a general-purpose daily-driver for everyday coding and computer-engineering work — debugging, explaining unfamiliar code, quick one-off scripts, git/environment untangling, and fast complexity/data-structure sanity checks. Distinct from the framework/domain specialists already in the roster. Also adds the corresponding row to the Engineering Division table in README.md, right after the Universal Document Compiler row.
