Copilot repeatedly probes backing bare repository; agent chats stall across worktrees

Description

Environment: Windows, multiple linked Git worktrees backed by a bare
repository, with safe.bareRepository=explicit.

Symptoms:
Several Copilot agent chats remain on “Working…”. Previously observed
tool calls, including a small local file read, stayed pending for minutes.

Runtime logs repeatedly show:
[rust:rt_git] git root lookup failed; reporting no result
fatal: cannot use bare repository '<backing-repository.git>'
(safe.bareRepository is 'explicit')

607 such failures were recorded in one minute on October 6.
The warnings alternate resolve_worktrees=true and false.

All opened project folders are working trees, not the bare repository.
The issue recurred after restarting VS Code with a new runtime process.

Expected:
Handle linked-worktree backing repositories without repeated failed
implicit discovery, while preserving Git’s security setting.

The retry loop is confirmed; its causal relationship to the chat stalls
has not yet been established.
