Adds Foxglove to Libraries, Tools and Projects, in alphabetical order between FormsFX and FroXty.

- [Foxglove](https://github.com/ctgnz/foxglove) - Renders SVG 1.1 into native JavaFX scene graph nodes, with no rasterising or native libraries, and supports SMIL animation.

Why it belongs here

It fills a gap the existing entries don't cover: rendering SVG as real JavaFX nodes rather than rasterising to an image or embedding a browser. A parsed document becomes ordinary javafx.scene.Nodes that can be styled, transformed and interacted with like any other scene graph content.

  • Covers shapes, paths, gradients and patterns, clipping and masking, filter effects, text including embedded SVG fonts, and structural elements (<use>/<symbol>, nested <svg>, <image>).
  • SMIL declarative animation is implemented and seekable.
  • Conformance is measured, not asserted. Results from the W3C SVG 1.1 test suite are published on every push to master: https://ctgnz.github.io/foxglove/
  • Released on Maven Central under io.github.ctgnz:foxglove, Apache 2.0, with CI on every push.

Scope is stated explicitly in the README: interaction and scripting are out of scope by design, since interactivity belongs to the consuming application.
