When the UI shows a code fence box that requires a horizontal scroll because the line extends beyond the available width, you get a scrollbar in the window. When I move my mouse over the scrollbar, the cursor is still the I-type cursor. It does not switch to a pointer, so it's not obvious that I can drag that scrollbar.
The same thing happens in the artifacts screens. Maybe you do something that produces an artifact, and the artifact has hyperlinks there. When you move the mouse over the links, you can see the underline appearing, but the cursor does not change to a pointer. When you click it, nothing really happens.
