Your second screenshot shows where it comes from: Code Quality Licenses, 1 license, $0.322581/unit. That's $10/month for one Code Quality license, prorated over October's 31 days. The breakdown says it too: "For license-based products, the price/unit is a prorated portion of the monthly price." Actions storage and Git LFS storage are under $0.01 and billed at $0. Disabling it isn't failing. It just doesn't refund the current month. From Disabling Code Quality → When billing stops:
So someone counted as an active committer on a repo with Code Quality enabled this month, and that one license runs to the end of October, about $10 in total. You can see the switch-off already worked: Oct 1–3 were $4–10 gross (scans using Actions minutes and AI credits), and from Oct 4 only the flat license line is left. To make sure it stops in November:
If it still bills in November with nothing enabled, open a billing ticket. Billing tickets are available on the Free plan. |

Even if I disable all the organization's repositories, it still doesn't work?

Moreover, I checked and the Code quality for every repository under the organization is also turned off, and I haven't used GitHub in the past two days. What is this charge for? Where can I turn it off? I don't know what's going on
